Transportation Dispute Affects Tourists in Cabo San Lucas, Baja California Sur

The Consulate General in Tijuana is providing this notice to U.S. citizens in the area to ensure that they are aware of a potential for ground travel disruption and extended travel times in and around San Jose del Cabo and Cabo San Lucas, Baja California Sur. The Consulate General has received reports that taxi drivers have tried to prevent tour vans from transporting American tourists to and from resorts in the Cabo San Lucas area. Taxi drivers and tour van drivers are engaged in a longstanding dispute over which group has the right to transport passengers on state, local, and federal roads. In recent incidents, taxi drivers have forced tour vans and busses to stop and disembark their passengers, who must then seek alternate transportation. The governor of Baja California Sur asked for support from federal authorities, and approximately 250 federal police were deployed to prevent an interruption of travel services at hotels and van services. U.S. citizens living or traveling in Mexico for more than one day are encouraged to register with the U.S. Embassy or nearest U.S. Consulate through the State Department’s travel registration website, and to obtain updated information on travel and security within Mexico. U.S. citizens without Internet access may register directly with the U.S. Embassy or nearest U.S. Consulate. By registering, U.S. citizens make it easier for the Embassy or consulate to contact them in case of emergency.

Tijuana and Rosarito limits external fuel tank fillings

Gas station owners in Tijuana and Rosarito have agreed to restrict gasoline sales for external containers, hindering Americans looking to take lower-cost, government-subsidized fuel back to the United States. The owners said they now will only dispense fuel in containers of 50 liters or more if the driver has a permit from Civil Protection, the agency that oversees security measures.

This week, the president of the Tijuana Gasoline Station Owners Association, Joaquín Aviña, circulated a document to all local gas stations that explained the new policy and told how customers can contact Civil Protection if they want a permit. The office of the Federal Attorney for Consumer Protection accepted the new restriction during a meeting last week with top Pemex officials. Pemex is Mexico’s state-owned oil monopoly. Gas stations still must sell gasoline and diesel to all drivers who want to fill their tanks, the consumer protection agency warned.

The new measure applies only to customers looking to fill external tanks. Gilberto Aldrete Núñez, manager of two gas stations on the Tijuana-Ensenada highway, said stations are being monitored by the consumer protection and civil protection agencies to verify compliance with the new policy. In June and July, Baja California experienced a severe crisis due to a fuel shortage after the Pemex terminal in Rosarito ran out of fuel.

Avolar and Nova Air suspended by SCT yesterday, non-payment of air space fees.

Mexico’s transportation department says it has grounded two airlines for failing to pay flight rights to use the country’s air space. The Communications and Transportation Department says it has suspended all the flights of Avolar Aerolineas and Polar Airlines, known by its commercial name Nova Air. The department said in a statement Monday that Avolar owes 131 million pesos (US$13 million) in fees and undetermined penalty charges. It said Polar Airlines owes 20 million pesos (US$2 million) The department’s legal affairs chief, Gonzalo Martinez, said the suspension for both airlines will start Tuesday afternoon. Avolar said on its Web site that the suspension was temporary and it hoped to resolve the situation soon.

Possible Demonstrations Arising from the Scheduled Execution of Jose Ernesto Medellin The U.S. Embassy has received information that numerous demonstrations may occur in Mexico on or around August 5, 2008, to protest the scheduled execution in Texas of prisoner José Ernesto Medellín, a Mexican citizen. The Embassy urges all U.S. citizens in Mexico to be especially mindful of demonstrations taking place in their town or city, or in areas to which they intend to travel. Travelers should be aware that various political activists abroad frequently seek to use public demonstrations to forward a variety of political objectives and that it is likely that such activists may use the occasion of anti-execution demonstrations to raise other issues involving the United States or to incite anti-U.S. sentiment in general. The Mexican Constitution prohibits political activities by foreigners, and such actions may result in detention and/or deportation. Travelers should avoid political demonstrations and other activities that might be deemed political by the Mexican authorities. We wish to remind American citizens that even demonstrations intended to be peaceful can turn confrontational and possibly escalate into violence. American citizens are therefore urged to avoid the areas of demonstrations if possible, and to exercise caution if in the vicinity of any demonstrations. Los Cabos and the cape of Baja Sur get hit by showers and lightning. Over 25 inches of rain reported!
